The International
Funds Conference produced an enviable list of internationally respected
speakers for the 2009 event, and we have been extremely honoured by
the number of world class speakers that have made themselves available
for our 2010 conference. Our goal is to make this into an annual event
that every major player in our industry will have marked on their
calender as ‘must attend’ and we have taken a big step
forward in pursuit of that goal with the speakers and panelists we
have assembled this year.

Jennifer
P. Dilbert MBE JP
Information Commissioner | Cayman Islands Government
Jennifer Dilbert is the Cayman Islands’ first Information Commissioner,
having been appointed to this position on 5th January 2009. Prior
to this, she served as the Cayman Islands Government Representative
in the United Kingdom from August 2000. During this time, she was
seconded for a period to manage the Cayman Islands Monetary Authority.
The Information Commissioner heads the independent Information
Commissioner’s Office and her powers under the Freedom of Information
Law include hearing investigations and ruling on appeals filed under
the Law, and to monitoring compliance with the Law.
As the Cayman Islands Government Representative in the United Kingdom,
Mrs Dilbert commanded the Cayman Islands Government Office in the
UK, which performs a semi-consular function and is similar to a High
Commission. The Representative enjoys semi-diplomatic status, representing
the Cayman Islands in various capacities in the UK and the European
Union.
Mrs. Dilbert was Executive Director of Deutsche Bank (Cayman) Ltd.
from 1996 to 1999 and she previously served with the Cayman Islands
Government for 17 years, 15 of which were spent in supervision of
the financial services industry. As Inspector of Financial Services
for the Cayman Islands Government, she headed the Financial Services
Supervision Department, the precursor to the Cayman Islands Monetary
Authority. This Department was responsible for the regulation of the
Cayman Islands financial industry. Prior to this, Mrs. Dilbert managed
the Cayman Islands Currency Board and the 1979 population census.
She is also graduated from the University of Western Ontario in Canada
with a degree in economics.
She has served on various Boards and Committees in the Cayman Islands
Government, the Financial Industry, and the Cayman community including
the Board of Monetary Authority; the Council of the Stock Exchange;
Vice President of the Bankers Association; Treasurer of the Duke of
Edinburgh’s Award Committee, President of the Cayman Prep School
PTA and Board of Elders, Chorister and Head of the Finance Committee
for the John Gray United Church.
As UK Representative Mrs Dilbert was appointed to the Boards of the
Associations for Overseas Countries and Territories of the UK and
the European Union.
Mrs. Dilbert was appointed a Member of the Order of the British Empire
(MBE) in the Queen’s Birthday Honours List in 2005, and as a
Justice of the Peace in and for the Cayman Islands in 2006.
